Who We Are

The California State Auditor is the State's independent and nonpartisan auditing and investigative arm, serving the California State Legislature and the public. For over 60 years, the office has served California by auditing and reviewing state, local, or publicly created agency performance and operations; identifying wrongdoing or mismanagement; and providing insight on issues. Our audits result in truthful, balanced, and unbiased information that clarifies issues and brings more accountability to government programs. The Position

Under general direction from the State Auditor and the Chief Deputy State Auditors, the Deputy State Auditor, Audits (Deputy) is responsible for performance and compliance audits of state and local government entities, including the judicial branch. The position plans, organizes, and directs the operations of one of the three audit branches and ensures the accomplishment of the office's primary mission and strategic goals. The position is a member of the Executive Management Team.

Duties

  • Directs one of three audit branches composed of approximately 50 staff including principal auditors, team leaders, and staff auditors. Plans the branch audit assignments for audits mandated by law or approved by the Joint Legislative Audit Committee. Ensures that the audits to be conducted by the branch ultimately provide an overall benefit in relation to the organizational resources expended.
  • Ensures there are adequate resources to staff the branch audits, including specific expertise needed for specialized subject areas. Consults with the branch audit principals in staff hiring and promotional decisions, the determination of audit team composition, and adjustments to staffing to fill gaps as needed.
  • Supervises audit branch principals and oversees all staff development activities in the branch. Evaluates and provides feedback on branch staff performance.
  • Approves final branch audit reports and serves as the final signatory for branch audit documents.
  • Participates as an executive team member in the development of the office's strategic plan and in determining the policies and procedures for the organization. Serves as executive sponsor for key strategic plan initiatives. Ensures the audit branch progresses in achieving key strategic planning initiatives.
  • Represents the office and acts on behalf of the State Auditor with the Legislature, national audit associations, and federal agencies, including the Government Accountability Office and the Office of Management and Budget.

Compensation/Benefits

The annual salary range for the Deputy State Auditor, Audits is $115,500-$145,632. Placement within the range will be dependent on the qualifications of the successful candidate. Features of the comprehensive benefit package include:

Desirable Qualifications

The SOQ must specifically address, in numerical order, the desirable qualifications listed below. The SOQ must not exceed three pages, be single-sided and single-spaced, and no less than size 12 font. Failure to follow this format may result in disqualification.

  1. Experience planning, organizing, and directing the work of auditors engaged in a variety of complex audits.
  2. Experience managing employee performance by communicating performance expectations, monitoring work performance, and planning and implementing measures to improve performance.
  3. Experience managing multiple, complex performance audits for large governmental entities.
  4. Knowledge of and experience applying Government Auditing Standards issued by the Comptroller General of the United States ("Yellow Book") to ensure auditing activities adhere to applicable standards.
  5. Knowledge of the mission, goals, and functions of the California State Auditor.
  6. Knowledge of the functions, organization, and practices of California government in order to audit or review audits of State governmental agencies.
  7. Experience using principles and practices of project management to ensure the proper planning, monitoring, and review of project steps and outcomes.
  8. Experience in measuring short- and long-term performance and program outcomes.
  9. Possession of effective written and verbal communication skills and the ability to represent the State Auditor's office effectively with other agencies and the public.
  10. Experience in decision making on confidential and sensitive issues while demonstrating a high degree of integrity and sound judgment.
