The CoC lacks local funding and capacity to conduct an annual unsheltered count.
What would cause your CoC to conduct an unsheltered PIT count in the years not required by HUD?
If the Board of Supervisors directed County staff to make the PIT count a priority to better gauge the annual state of homelessness and also provided local source match funding for this venture, then staff would be able to conduct a yearly unsheltered count.
